Can a hotel have no stars?

Yes. A hotel cannot officially have any stars if it does not take part in the formal classification process or does not meet the criteria for classification. In Germany and 20 other countries belonging to the Hotelstars Union (HSU), participation in the official hotel classification scheme is voluntary, but only classified hotels are permitted to display stars as a mark of quality.

Hotels without stars are not automatically poor – they simply have not been officially rated.

A hotel without stars should primarily be viewed as neutral. The Hotelstars Union classification system increases transparency by clearly indicating which establishments are officially classified and which are not.

  • no indication of quality
  • no verified standardisation
  • no official benchmark
  • more independent research required (website, reviews, photos)
     

For the market, this means:

  • Official stars provide guidance,
  • Unclassified hotels make comparison difficult,
  • Official systems protect against misleading advertising.

Why do some hotels not have any stars?

There are several reasons why hotels are not classified:

  • Voluntary participation: The establishment has deliberately chosen not to be classified.
  • New establishments: The hotel is still in the process of opening or being assessed.
  • Requirements not met: Minimum criteria or scores have not been met.
  • Expired classification: The validity has expired.

Important: A hotel without stars is not a ‘non-star hotel’, but an ‘unclassified establishment’.

Who decides whether a hotel is allowed to display stars?

In 21 European countries, official classification is carried out by the member countries of the Hotelstars Union.

Only hotels that have completed the entire inspection process are permitted to use stars.

Hotels that have not completed the classification process are not permitted to use stars or star-like symbols in advertising, on portals or on websites – this would be misleading and anti-competitive.
